Executive Summary – Submission to the Ombudsman on the Review of Article 163 of the Penal Code (Crime of Infanticide)

This document summarizes the initiative of REFORMAR – Research for Mozambique, in coordination with civil society organizations and academics, requesting the Ombudsman to review Article 163 of the Penal Code on the crime of infanticide. The request is grounded in national and international legal frameworks, as well as cultural, psychological, and socio-economic factors, advocating for a more just, proportional, and humanized legal response, in line with the fundamental rights of women and children in Mozambique.
